This LEAGUE, known as the “League of California Surveying Organizations”, is organized for the following purposes:
a. To foster and perpetuate high professional standards in the practice of Surveying and Mapping in California.
b. To encourage a spirit of mutual cooperation and friendship among all surveying and mapping organizations and societies, including and not limited to construction, engineering, geodetic, Geographic Information Systems (GIS), Global Positioning Systems (GPS), and photogrammetry and remote sensing organizations and societies.
c. To encourage standardization and uniform practices among all surveying and mapping agencies, organizations, and societies by publishing recommended standards and practices.
d. To discuss and disseminate all legislation that affects those in the surveying and mapping profession.
e. There is no intent for the LEAGUE to be an advocate organization, but one of communication and liaison.
f. To foster the future of surveying and mapping profession through outreach and student scholarships.
g. Promote public awareness regarding the importance of the surveying and mapping profession.
Section 1. Composition of LEAGUE
a. The LEAGUE shall consist of one Region for the State.
b. New Regions may be formed as deemed desirable by a majority vote.
Section 2. Membership Eligibility
a. Any governmental agency, public utility or professional consultant actively engaged in land surveying and any professional organization, association or society with an active interest in land surveying is eligible for membership.
b. Large and separate land surveying organizations within individual state, county and municipal agencies may be members separately.
Section 3. Membership Application
a. Any organization desiring to become affiliated with the LEAGUE shall apply in writing to the LEAGUE. The application must indicate the organization’s structure related to land surveying.
b. Membership shall be granted by a favorable vote of three-fifths of the representatives present at the regularly scheduled meeting at which the application is considered.
Section 4. Representatives
a. Each member organization shall appoint a representative. They, or their designated alternate, will attend regularly scheduled meetings, to serve on task committees of the LEAGUE, and to report on the LEAGUE’s activities.
b. All representatives shall be either licensed as a Land Surveyor, or registered as a Civil Engineer (practicing land surveying) by the California Board for Professional Engineers, Land Surveyors, & Geologists.
Section 5. Officers
a. The officers of shall be:
• Chair
• Vice-Chair
• Secretary
• Treasurer
b. The officers shall serve for a one-year term.
c. Should a vacancy occur, the representatives shall, by majority vote, appoint one of the representatives to fill the vacant position for the remainder of the one-year term.
Section 6. Duties of Officers
a. The Chair shall preside at all meetings. He/she shall appoint such task committees as he/she considers necessary or as instructed by the Board of Directors (Officers). He/she shall be an ex-officio member of each committee.
b. The Vice-Chair shall assume the duties of the Chair in the event of the Chair’s absence or inability to act.
c. The Secretary shall conduct the correspondence of the Region, give notice and keep minutes of its meetings, and have custody of all its records.
d. The Treasurer shall keep all financial records and funds. He/she shall provide a treasurer’s report at each meeting.
Section 7. Election of Officers
a. Nominations shall be from the floor by the representatives present. The nominee must concur in the nomination for it to be valid.
b. The election may be oral or by written ballot at the regularly scheduled November meeting. A majority vote is required for election.
c. The newly elected officers shall be installed at the regularly scheduled January meeting.
Section 9. Meetings
a. Regular meetings shall be held monthly at the time and place designated by majority vote.
b. Special meetings may be held on the call of the Chair.
Section 10. Charter and Honorary Members
a. Charter Members shall be designated through motion and vote. Vote shall be taken at the next regularly scheduled meeting after the motion has been carried by majority vote.
b. Honorary Members shall be designated through motion and vote. Vote shall be taken at the next regularly scheduled meeting after the motion has been carried by majority vote.
Section 11. Dues
a. Annual dues shall be set and collected by the LEAGUE.
b. Annual dues shall be assessed each member organization. The dues amount shall be set each November meeting by majority vote and assessed the following January.
Section 12. Amendments
Amendments to these By-Laws may be proposed by resolution of the Officers, or by petition of no less than ten percent of the representatives. The proposed amendment shall be submitted in writing to the representatives at least 30 days prior to the time set for casting of ballots. An affirmative vote of three-fifths of all votes cast by the representatives shall be necessary for adoption of the amendment.
It is the intent of this organizing document to formally create a non-profit organization named "the LEAGUE of California surveying organizations" for the purposes set forth in the Constitution, subject to the Bylaws as stated above.
